Funeral services for Billy Wayne "Cotton" Starnes will be 2:00 P.M. Wednesday, September 29 ^th at Hanceville Funeral Home Chapel. Burial will follow the service at Mt. Zion Nazarene Cemetery in Blount County. Reverend Tony Hitt will be officiating. Visitation will be from 5:30 P.M. to 9:00 P.M. Tuesday, September 28 ^th at Hanceville Funeral Home.

Mr. Starnes was born on June 13, 1951 in Blount County to Houston and Ada Mae (Davis) Starnes. He died at the age of 70 on Sunday, September 26, 2021 at Cullman Regional Medical Center in Cullman.

Survivors include his wife, Carolyn Starnes; son, Anthony Wayne (Rita) Starnes; daughters, Becky Short, Amy (Leo) Moctezuma, Jessica Dye and Jennifer Weaver; grandchildren, Destiny Short, Taylor Short, Preston Moctezuma, Erika Moctezuma, Miguel Moctezuma, Bailey Turrentine, James Doss Jr., Harley Lewis, Sadie Weaver, Dalton Weaver and Will Calvert; mother-in-law, Betty Melson; and a host of nieces and nephews.

In addition to his parents, Mr. Starnes was preceded in death by his sister, Juanita Nichols,; brothers, Dwight and Roger Dale Starnes; daughter, Angela Starnes; and sister-in-law, Frances Starnes.
